CC MIN 040814HW City Council Study Session Meeting Minutes Tuesday, April 8, 2014 6:00 PM Bothell Municipal Court 10116 NE 183rd Street, Bothell, WA Call to Order /Pledge of Allegiance Mayor Freed called the meeting to order at 6:00 PM and led the Council in the Pledge of Allegiance. 1. Roll Call Councilmembers Agnew, Evans, Lamb, Rheaume, Samberg, Deputy Mayor Spivey and Mayor Freed present. 2. Meeting Agenda Approval Mayor Freed announced a re -order of the agenda to hear AB #14 -56 - State of the Court Presentation first, followed by AB #14 -55 - Advisory Board and Commission Interviews. Deputy Mayor Spivey requested that Committee Reports be heard at the end of the meeting. 3. Study Session a. AB # 14 -56 - State of the Court Presentation Judge Michelle Gehlsen presented the State of the Court address and entertained Council questions. b. AB #14 -55 Study Session regarding Advisory Board and Commission Interviews Council interviewed 18 candidates for 13 vacancies on the following boards /commissions: Planning Commission, Parks and Recreation Board, Lodging Tax Advisory Committee, Landmark Preservation Board and Library Board. Council adjourned to Executive Session to discuss real estate acquisition at 8:04 PM and reconvened at 8:20 PM. No action taken. c. AB #14 -57 - Study Session regarding Utility Franchise Agreement with Time Warner Telecom U. AB # -14 -58 Study Session regarding Utility Franchise Agreement with Level 3 Communications City Attorney Joe Beck presented Agenda Items 14 -57 and 14 -58 together, and entertained Council questions. Council consensus reached to have these two items come back to Council on the Consent Agenda on May 6, 2014. 4. Council Committee Reports Councilmember Samberg reported that she is the Council representative for Snohomish County Tomorrow, which recently made a recommendation to the Puget Sound Regional Council for an adaptive signaling system along SR 527, which includes a portion of Bothell. Deputy Mayor Spivey thanked Bothell Fire personnel who have assisted with relief efforts associated with the Oso, WA mudslide. 5. Adjournment MOTION: Councilmember Evans moved to adjourn. Councilmember Agnew second. The motion carried 6 -0; Councilmember Lamb absent and excused.
