CC MIN 121614213 City Council Regular Meeting Minutes Tuesday, December 16, 2014 6:00 PM Members of the City Council Mayor Joshua Freed, Deputy Mayor Del Spivey, Tom Agnew, Bill Evans, Mark Lamb, Andy Rheaume, and Tris Samberg Members of the Staff City Manager Bob Stowe, Assistant City Manager Peter Troedsson, City Attorney Joe Beck, Police Chief Carol Cummings, Fire Chief Bob Van Horne, Public Works Director Erin Leonhart, Human Resources Director Jamie Marsden, Finance Director Tami Schackman, Community Development Director Bill Wiselogle and City Clerk Laura Hathaway Call to Order /Pledge of Allegiance Mayor Freed called the meeting to order at 6 :00 PM and led the Pledge of Allegiance. 1. Roll Call Councilmembers Evans, Lamb, Rheaume, Samberg and Mayor Freed present. Councilmember Agnew and Deputy Mayor Spivey absent and excused. 2. Meeting Agenda Approval Councilmember Lamb added a discussion regarding a Planning Commission stipend after AB #14 -200; Councilmember Samberg pulled AB #14 -197 from the Consent Agenda. 3. Review Projected Agenda The January 6, 2015 was canceled. 4. Special Presentation a. King Conservation District This presentation was canceled and will be rescheduled at a later date. 5. Visitors Sandy Guinn - spoke regarding the budget and the Regional Fire Authority Far Ghoddoussi - spoke regarding the gun range at 12030 Woodinville Drive submitted letters to Council. Danette Klemens - Northshore Senior Center Executive Director - thanked Council for their support regarding human services funding. b. Consent Agenda a. Consider Approval of the November 18, 2014 and November 25, 2014 Meeting AAlnutes RECOMMENDED ACTION: Approve the City Council Meeting Minutes of November 18, 2014 and November 25, 2014 as presented. b. AB #14 -195 -Consider Approval of October 2014 Vouchers RECOMMENDED ACTION: Approve checks 124890 through 125331 (3,870,871.80) for November 2014 that were approved and paid by the City Auditor. c. AB #14 -196 - Consider Approval of a Professional Services Agreement with Gray & Osborne, Inc. for Design of the 2015 Pavement Preservation Project - Federal Funding RECOMMENDED ACTION: Authorize the City Manager to enter into a professional services agreement with Gray & Osborne, Inc., in the amount of $105,960 and in substantially the same form as presented, for design of the 2015 Pavement Preservation Project - Federal Funding. d. AB #14 -198 - Consider Reimbursement of Federal Grant Funds for the SR 522, State 2B Project RECOMMENDED ACTION: Authorize the City Manager to reimburse $152,363.36 spent to date on SR 522, Stage 2B to the Federal Highway Administration. f. AB #14 -199 - Consider Approval of Lease Extension for Continued Use of Dawson Annex RECOMMENDED ACTION: Consider approval of an amendment to the lease between Sockeye Investment, LLC and the City of Bothell, extending City occupancy of the property at 18120 97th Avenue NE and revising the property owner to Bothell Way Apartments LLC. 215 City Council Regular Meeting Minutes December 16, 2014 Page 3 of 4 MOTION: Councilmember Lamb moved approval of Consent Agenda items a -c and e -f. Councilmember Evans second. The motion carried 5 -0; Councilmember Agnew and Deputy Mayor Spivey absent and excused. AB - #14 -197 - Consider Approval of Animal Shelter Contract with Everett Councilmember Samberg asked clarifying questions of staff. MOTION: Councilmember Samberg moved approval of AB #14 -197. Councilmember Rheaume second. The motion carried 5 -0; Councilmember Agnew and Deputy Mayor Spivey absent and excused. 7. Contracts & Agreements a. AB #14 -200 -Consider Approval of 2015 -2016 Human Services Grant Awards RECOMMENDED ACTION: Approve the Human Services Grants, to be awarded as recommended by the Council Human Services Committee, for the years 2015 and 2016. Assistant City Manager Peter Troedsson presented and entertained Council questions. MOTION: Councilmember Samberg moved approval as presented. Councilmember Lamb second. The motion carried 5 -0; Councilmember Agnew and Deputy Mayor Spivey absent and excused. ADDED ITEM. Monthly stipend for Planning Commission Members MOTION: Councilmember Lamb moved to reinstate the $100.00 monthly stipend for Planning Commission members beginning 1/1/2015. Councilmember Evans second. Discussion: City Manager Bob Stowe stated that it could be accommodated as a budget amendment in the 2015/2016 Budget through additional property tax proceeds. AMENDMENT: Councilmember Samberg moved to take the amount from City Council salaries. There was no second and the Amendment failed.
