Condition 25 of the City of Bothell permit stipulates that, prior to construction of the first buildings, the Quadrant Corporation perform ambient air quality and meteorological monitoring in order to characterize the air quality and meteorological conditions at the site. Condition 26 of the City of Bothel1 permit, stipulates that the ambient air quality and meteorological monitoring be conducted on an annual basis until the expiration of two years, or two moni toring periods, whichever occurs later, from completion of all buildings to be constructed on the site. The Roll Company is constructing a business park on the north side of N.E. 195th Street (immediately north of the Quadrant project) and is similarly required by their City of Bothell permit condition 13 to conduct annual air quality monitoring. In response to the permit requirements, the Quadrant Corporation contracted with AIR QUALITY C0I1SULTING SERVICES of Woodinville, Washington to conduct seasonal air quality and meteorological monitoring at the site location. This report presents the results of the 1990-1991 monitoring period study conducted to satisfy the continuing annual monitoring requirement for both the Quadrant and the Roll projects. The 1990-1991 monitoring period is the seventh consecutive seasonal monitoring program to. be completed. The major air quality impact associated with the Quadrant and Koll projects is the emission of carbon monoxide (CO) generated by local vehicle traffic. Therefore, the on-si te air quality monitoring program focuses on the continuous measurement of the ambient CO levels in the vicinity of the two project sites. I I I I I I I I I I I I I I I I I I I 2 Each seasonal co monitoring program is supported by the continuous measurement of wind speed, wind direction, and atmospheric stability. Atmospheric stability is calculated from measurements of sigma-theta (the standard deviation of the horizontal wind direction fluctuation) and the measured wind speed. The overall results of the monitoring program indicate that the current levels of CO in the vicinity of the project sites are well below the 1-hour and the 8-hour ambient air quality standards of 35 parts per million (ppm) and 9 ppm, respectively. The highest I-hour average CO value recorded at the monitoring si te is 6.4 ppm and occurred on December 7, 1990 between the hours of 5 and 6 PM. The highest 8-hour average recorded is 5.6 ppm and also occurred on the night of December 7, 1990 but, between the hours of 11 and 12 PM. Over 99 percent of the 8- hour CO values are below 4.0 ppm. The following sections of this report methodology used in conducting the presents a summary of the results. discuss the equipment ambient monitoring and and I I I I I I I I I I I I I I I I I I I 3 2.0 SELECTION AND LOCATION OF MONITORING EQUIPMENT 2.1 Selection of Monitorinq Equipment . For this monitoring season, an automatic digital data logger was added to the system. This data logger is an Odessa Engineering DSM-3260/AQH and is capable of simulaneously recording data on 16 input channels. The data logger receives signal data from each sensor automatically processes the data into one hour averages shorter periods if desired). Sigma-theta calculations are made internally in the data logger using approved calculation techniques. and (or also EPA The addition of the data logger to the monitoring system allows data to be stored on-site by two methods; namely, the data logger and the strip chart recorders. This type of system allows for redundant data collection should the data logger fail for any reason. 2.1.1 Carbon Monoxide Analvzer The carbon monoxide analyzer selected for use in this study is the Thermo-Electron Model 48 Gas Filter Correlation CO Analyzer. The TECO Hodel 48 is a microprocessor based, range selectable, automatic pressure and temperature compensating, continuous gas analyzer highly specific to CO. The gas filter correlation method is recognized by the EPA as the reference method for measurement of CO when the instrument is operated on the 0 to 50 ppm range and with a time constant of 30 seconds (RFCA 0981- 054). A particulate filter is attached to the sample line to remove airborne particulate matter. In support of the TECO Model 48 operations are gas cylinders containing known and certified concentrations of CO. All of the span gases used are traceable to National Bureau of Standards (NBS) Standard Reference Materials (SRM). CO free air is generated by passing ambient air through a Beckman CO scrubber (Part Number 638486). Teflon tubing, non-reactive to CO, is used to supply outside (ambient) air to the CO analyzer. Ambient CO data was continuously recorded on a scale of 0 to SO ppm by the Odessa data logger and a Chino multipoint chart recorder operated at a speed of 25 millimeters per hour. A schematic diagram of the monitoring equipment used in this study is presented in Figure 2-1. 2.1.2 Meteoroloqical Equipment The meteorological equipment used in this study consists of Weathertronics micro-response wind direction and wind speed sensors and their related support equipment. The sensors have a low starting threshold (0.5 miles per hour) and meet the strict operating requirements of the federal Prevention of Significant Deterioration {PSDl monitoring regulations. The wind speed and direction sensor array was mounted at the top of a 10-meter tower. Wind speed and direction data were also continuously recorded by the on-site data logger as well as a two-pen Chino potentiometric chart recorder which operated at a chart speed of 25 millimeters per hour. Wind speed was recorded on a scale of o to 100 miles per hour. The wind direction scale was 0 to 540 degrees (0 to 360 degrees then again to 180 degrees on the chart) . This technique is commonly used to avoid wide pen fluctuations on the chart recorder when the wind direction fluctuates around true north (360 degrees). Sigma-theta (the horizontal fluctuation of wind direction), for use in the determination of atmospheric stability class, was calculated from the wind direction signal input to the on-site I I I I I I I 'I I I 6 Odessa stored data logger. The sigma-theta in the data logger for subsequent value, in retrieval. degrees, was 2.2 Location Of Monitorinq Equipment The 1990-1991 monitoring was conducted at the southeast corner of the N.E. 195th Street and North Creek Parkway intersection on the Quadrant Business Park site (see Figure 2-2) in the saI:\e loca tion where the previous monitoring was conducted. The CO inlet probe was located about 40 feet south of 195th Street on the northwest corner of the monitoring trailer. The "candy cane" shaped CO probe was sited about 30 inches above the roof of the trailer and about 18 inches horizontally from the trailer wall. I I I , I I I I I I I I The meteorological sensor array was located atop the 10-meter tower fixed to the northwest corner of the monitoring trailer. Ten meters is the standard reference height for the measurement of meteorological parameters, especially when sigma-theta is being measured. The air flow around the meteorological sensors and CO inlet probe was unrestricted. The TECO Model 48 CO were located inside trailer. analyzer and all recording instrumentation the thermostatically controlled on-site I I I I I I I I I I I I I I I 'I I 'I I 3 3.0 MONITORING SCHEDULE AND PROCEDURES 3.1 Operatinq Schedule Monitoring operations at the site were continuous throughout the so-called "CO season" which historically occurs during the winter months. Actual monitoring was conducted over the period from November 17, 1989 through February 1S, 1990. A two day delay was experience in delivery of the data logger. Carbon monoxide and meteorological measurements were made on a continuous basis 24 hours per day throughout the period. 3.2 Operatinq Procedures Routine site operations consisted of at least twice weekly visi ts to the monitoring si te to check the operation of the monitoring equipment. The routine site checking procedures and support functions are listed on a "Site Visit Activity Log" presented in Appendix B of this report. On a routine schedule an AQCS site technician would perform a level-1 zero and span check on the CO analyzer. During each visit the site technician recorded the current date and time on each strip chart and completed the Site Visit Activity Log. 3.3 Data Reduction Procedures Strip chart data reduction tasks were not performed unless digital data was not collected by the on-site data logger. Data for all measured parameters was digitized directly into one-hour averages by the on-site data logger. Calculation of performed using guidelines. atmospheric stability the technique also in the Regulatory class was presented 9 "On-Site Modeling subsequently in the EPA I I I I I I I I I I I I I I I I I I I 10 4.0 QUALITY CONTROL AND QUALITY ASSURANCE In order to ensure that the monitoring data was being collected in a consistent and proper manner, developed and quality control implemented and quality during the following procedures were the monitoring study as a assurance plan: 1. the "Site Visit Activity Log" was completed for each visit; 2. date and time marks were noted on strip charts; 3. only certified and traceable span gases were used for CO analyzer calibrations and level-1 span checks; 4. level-1 span checks were made on a routine schedule but not less than once every two weeks using a known CO span gas and the data recorded on the zero and span logs; 5. precision checks, challenging the analyzer with a known CO value of about 20 percent of scale, were performed on a routine schedule; 6. the percent difference of the span values was calculated in order to evaluate operation of the CO analyzer; 7. scheduled 4-point calibrations on the CO analyzer were made three times during the monitoring period (at the initiation and termination of the monitoring program, and at the mid-point of the monitoring period); 8. the contents of the individual CO span gas cylinders were certified by Scott-Marrin, Inc.; 9. the bearings in the winds speed sensor were replaced and the orientation of the wind direction sensor was checked twice during the monitoring period; and 10. accuracy in the data reduction was independently assessed by AQCS by randomly checking the digitized one-hour values with the actual strip chart. The data presented in this report have been subjected to the above described quality control procedures. I I I I '. I I I I I I I I I I I I I I I 11 5.0 RESULTS 5.1 Carbon Monoxide Summarized data indicate that the existing levels of CO in the vicinity of the projects are well below both the 1-hour and 8- hour ambient air quality standards. The maximum 1-hour value recorded during the moni toring period is 6.4 ppm and occurred between the hours of 5 and 6 PM on December 7, 1990. The maximum 8-hour CO level at the monitoring site during the moni toring period is 5.6 ppm and occurred between 11 PM and midnight on December 7, 1990. The CO data recovery rate for the 1990-1991 monitoring period was well above the EPA minimum of 80 percent. Data loss was experienced on several occasions as a result of power interruptions to the monitoring trailer. A better representation of actual CO conditions at the site than the maximum 1-hour and 8-hour averages alone is how often high levels of CO actually do occur. Eight-hour CO concentrations in excess of 4.0 ppm occurred infrequently at the project site (less than one percent of the time). The following table presents a frequency distribution of the calculated 8-hour averages. As can be seen from Table 5-1, over 99 percent of the values were shown to be 4.0 ppm or below. Only about 16.5 percent of the 8-hour CO values recorded during the 1990-1991 monitoring period were greater than 2.0 ppm with about 2.9 percent greater than 3.0 ppm. Monthly summaries of the 8-hour and 1-hour CO averages are contained in Appendices C and D of this report, respectively. Impaired Air Quality Conditions, periods of reduced pollutant dispersal. were declared seven (7) times by the The Washington State Department of Ecology (WDOE) during the monitoring period. The Puget Sound Air Pollution Control Agency (PSAPCA) has the authority to issue a burning ban during periods of impaired air quality. The burning bans consist of prohibitions on the use of wood stoves and outdoor burning, typically significant contributors of CO emissions. The following table lists the times and dates of the declared impaired air quality conditions as well as the corresponding maximum 8-hour CO concentration observed during those periods. If wind direction data is lost, sigma-theta values cannot be calculated. Similarly, if wind speed or sigma-theta values are lost, then atmospheric stability values cannot be estimated. The wind rose constructed for the entire data period indicates that there is a bi-modal split (winds occurring frequently from more than one, generally opposite, direction) in the prevalent wind directions recorded at the monitoring site. The wind rose is presented in Figure 5-1. Cumulatively, winds from the south, southsoutheast, and southeast were most common during the monitoring period (occurring a total of about 46.2 percent of the time). Winds from the north and northnorthwest were also common during the moni toring period (occurring a total about 25.6 percent of the time) . Highest average wind speeds were associated with winds from the south (9.0 mph) and southsouthwest (5.7 mph) directions. Nonthly summaries of wind direction are presented in Appendix E of this report. The highest hourly average wind speed recorded during the 1990- 1991 monitoring period was 20.8 miles per hour and occurred on December 31, 1990 between the hours of 7: 00 and 8: 00 AM. The wind direction recorded during this high wind speed period was 181 degrees (zero degrees is True North), or almost directly from the south. The occurrence of hourly average winds with speeds greater than about 19 miles per hour was infrequent (less than one percent of the time). Wind speeds over 12 miles per hour occurred about 5.0 percent of the time during the monitoring period. In contrast, hourly average wind speeds of 4 miles per hour or less occurred about 69.4 percent of the time. I I I I I I I I I I I I I I I I I I I 16 The lowest average wind speeds occurred during the early morning hours with the highest average speeds occurring in the afternoon hours. Calm periods (wind speeds less than 1 mile per hour) occurred about 18.2 percent of the time. Summary tables of these wind speed statistics are presented in Appendix F of this report. Peak instantaneous wind gusts of 40 miles per hour or greater occurred on only one day during the monitoring period. The maximum instantaneous wind gust recorded was 44 miles per hour and occurred on November 23, 1990 around 2:30 PM. The associated wind direction was from the south. Winds with peak gusts in excess of 30 miles per hour occurred on several occasions. A stability wind rose data (wind frequency distribution by direction, speed, and stability class) is presented in Appendix G. This stability wind rose, prepared from the measured meteorological data (sigma-theta, wind speed and wind direction), indicated that the stable atmospheric categories (classes E and F) occurred more frequently than did the unstable categories (classes A, B, and C) . In general, it is during the stable periods that pollutant dispersion can be severely restricted and, as a result, the ambient pollutant levels rise. The following table presents the frequency of occurrence of each stability class that was calculated to have existed during the monitoring period. The complete stability wind rose frequency distribution is presented in Appendix G of this report while the monthly summaries of the calculated hourly Pasquill-Gifford stability class are presented in Appendix H. Appendix I of this report contains the monthly summaries of the measured hourly sigma- theta values.
