INTRODUCTION The Quadrant Corporation is constructing a business park complex on an area southeast of Interstate 405 and NE 195th Street in Bothell, Washington. Condition 25 of the City of Bothell permit stipulates that, prior to construction of the first buildings, the Quadrant Corporation perform ambient air quality and meteorological monitoring in order to characterize the air quality and meteorological conditions at the site. Condition 26 of the City of Bothell permit stipulates that the ambient air quality and meteorological monitoring be conducted on an annual basis until the expiration of two years, or two monitoring periods, whichever occurs later, from completion of all buildings to be constructed on the site. The KoIl Company is constructing a business park on the north side of NE 195th Street (immediately north of the Quadrant project) and is similarly required by their City of Bothe II permit condition 13 to conduct annual air quality monitoring. In response to the pennit requirements, the Quadrant Corporation contracted with AIR QUALITY CONSULTING SERVICES of Woodinville, Washington to conduct seasonal air quality and meteorological monitoring at the site location. This report presents the results of the 1993 - 1994 monitoring period study conducted to satisfy the continuing annual monitoring requirement for both the Quadrant and the KoIl projects. The 1993 - 1994 monitoring period is the tenth consecutive seasonal monitoring program to be completed. The major air quality impact associated with the Quadrant and Koll projects is the emission of carbon monoxide (CO) generated by local vehicle traffic. Therefore, the on-site air quality monitoring program focused on the continuous measurement of the ambient CO levels in the vicinity of the two project sites. Each seasonal CO monitoring program is supported by the continuous measurement of wind speed, wind direction, and atmospheric stability. Atmospheric stability is calculated from measurements of sigma-theta (the standard deviation of the horizontal wind direction fluctuation) and the measured wind speed. The overall results of the monitoring program indicate that the current levels of CO near the project sites are well below the I-hour and the 8-hour ambient air quality standards of 35 parts per million (pPM) and 9 PPM, respectively. The highest I-hour average CO value recorded at the monitoring site was 4.6 PPM and occurred on December 6, 1993 between the hours of 6 and 7 PM. The first occurred on December 22, 1993 between the hours of 10 and midnight. The second occurred on December 28, 1993 between the hours of 6 and 10 PM. The following sections of this report discuss the equipment and methodology used in conducting the ambient monitoring and presents a summary of the results. 5/31/94 1-2 I I I I i I I I I I I I I I I I I I I I AQCS 2. MONITORING EQUIPMENT AND LOCATION 2.1 Location Of Monitoring Equipment Due to projected construction activities at the Quadrant Business Park, the 1993 - 1994 monitoring was conducted at a new location. For the 1993 - 1994 monitoring season, the monitoring equipment was relocated to the YMCA Child Care Center south ofNE 195th Street between NE 124th and North Creek Parkway (see Figure 2-1). This new location represents a move about 100 yards eastward from the previous monitoring location. The CO inlet probe was located about 40 feet south ofNE 195th Street near the porthwest corner of the YMCA Child Care Center building. The "candy cane" shaped CO probe was attached to the meteorological tower at a height of about 12 feet above the ground. The meteorological tower was sited about 10 feet from the northwest corner of the building. The meteorological sensor array was located on top of the IO-meter tower. Ten meters is the standard reference height for the measurement of meteorological parameters, especially when sigma-theta is being measured. The Thermo Enviromuental Instruments Model 48 CO analyzer and all recording instrumentation were located inside the YMCA Day Care Center building. A schematic diagram of the monitoring equipment used in this study is presented in Figure 2-2. 2.2 Carbon Monoxide Analyzer The carbon monoxide analyzer used in this study was the Thermo Environmental Instruments Model 48 Gas Filter Correlation CO Analyzer. The Model 48 is a microprocessor based, range selectable, automatic pressure and temperature compensating, continuous gas analyzer highly specific to CO. The gas filter correlation method is recognized by the EPA as the reference method for measurement of CO when the instrument is operated in the 0 to 50 parts per million (PPM) range and with a time constant of 30 seconds (RFCA 0981-054). A particulate filter was attached to the sample inlet line to remove airborne particulate matter. 5/31/94 2-1 I I I I I I I I I I I I I I I I I I I AQCS In support of the TECO Model 48 operations were gas cylinders containing known and certified concentrations of CO. All the test gases used were traceable to National Institute for Standards and Testing (NIST) Standard Reference Materials (SRM). The certification documentation of the span gas cylinder analyses is contained in Appendix A of this report. For calibrations and level -I span checks, CO free air is generated by passing ambient air through a Beckman CO scrubber (part Number 638486). Teflon tubing, non-reactive to CO, is used to supply outside (ambient) air to the CO analyzer. 2.3 Meteorological Equipment The meteorological equipment used in this study consisted of Qualimetrics MicroResponse wind direction and wind speed sensors and their related support equipment. The sensors have a low starting threshold (0.5 miles per hour) and meet the strict operating requirements of the federal Prevention of Significant Deterioration (PSD) monitoring regulations. The wind speed and direction sensor array was mounted at the top of the 10-meter tower. 2.4 Data Recording Equipment The measurements program is supported by an Odessa Engineering DSM- 3260 datalogger. This datalogger receives signal data from each sensor and automatically processes the data into one hour averages (or shorter periods if desired). Sigma-theta calculations are also made internally in the datalogger using approved EPA calculation techniques. The datalogger allows data to be stored on- site by two methods; namely, the dataIogger and the strip chart recorders. This type of system allows for redundant data collection should the datalogger fail for any reason. Ambient CO data was continuously recorded on a scale of 0 to 50 PPM by the Odessa datalogger and a Chino multipoint chart recorder. Wind speed and direction data were also continuously recorded by the on-site datalogger as well as a Chino potentiometric chart recorder. Wind speed was recorded on a scale of 0 to 100 miles per hour. TIle wind direction scale was 0 to 540 degrees (0 to 360 degrees then again to 180 degrees on the chart). This technique is commonly used to avoid wide pen fluctuations on the chart recorder when the wind direction fluctuates around true north (between 359 degrees and I degree). 5/31/94 2-4 I I I I I I I I I I I I I I I I I I I AQCS Sigma-theta (the horizontal fluctuation of wind direction), for use in the detennination of atmospheric stability class, was calculated from the wind direction signal input to the on-site Odessa datalogger. The sigma-theta value, in degrees, was stored in the datalogger for subsequent retrieval. 5/31/94 2-5 I I I I I I I I I I I I I I I I I I I I AQCS 3. MONITORING SCHEDULE AND PROCEDURES 3.1 Operating Schedule Monitoring operations at the site were continuous throughout the so-called "CO season" that historically occurs in this region during the winter months. Actual monitoring was conducted over the period from November 15, 1993 through February 15, 1994. CO and meteorological measurements were made on a continuous basis 24 hours per day throughout the period. 3.2 Operating Procedures Routine site operations consisted of weekly and often twice weekly visits to the monitoring site to check the operation of the monitoring equipment. The routine site checking procedures and support functions routinely performed are listed on the "Site Visit Activity Log" presented in Appendix B of this report. On a routine schedule, an AQCS site technician would perform a level- I zero and span check on the CO analyzer. A level-l zero check consists of verifying the analyzer's zero point with a gas void of CO. The span check consists of challenging the analyzer with a known CO concentration approxinIately 80 percent of the analyzer's full scale value (50 PPM). During each visit the site technician recorded the current date and time on each strip chart and completed the Site Visit Activity Log. 3.3 Data Reduction Procedures Manual data reduction (reducing strip chart data) was not performed unless digital data was not collected by the on-site data logger. Data for all measured parameters were digitized directly into one-hour averages by the on-site Odessa DSM 3260 datalogger. For sigma-theta, the wind direction data collected was converted into 15- minute averages, according to EPA guidelines (EPA 1987), by the on-site datalogger. The one-hour average sigma-theta values were then calculated by the datalogger from the four 15-minute sigma-theta values using the method recOlmnended in the "On-Site Meteorological Program Guidance for Regulatory 5/31/94 3-1 I I I I I I I I I I I I I I I I I I II AQCS Modeling Applications" (EPA 1987). Calculation of atmospheric stability class was subsequently performed using the technique also presented in the EPA guidelines. 5/31/94 3-2 I I I I I I I '. I I I I I I I I I I I AQCS 4. QUALITY CONTROL AND QUALITY ASSURANCE To ensure that the monitoring data was being collected in a consistent and proper manner, the following procedures were developed and implemented during the monitoring study as a quality control and quality assurance plan: I. A "Site Visit Activity Log" was completed for each visit. 2. The date and time were noted on strip charts. 3. Only certified and traceable span gases were used for CO analyzer calibrations, level-l span checks, and precision checks. 4. Level-l span checks were made on a routine schedule once every week using a known CO span gas and the data recorded on the zero and span logs. 5. Precision checks, challenging the analyzer with a known CO value of about 20 percent of full scale, were performed every two weeks. 6. The percent difference of the span values was calculated in order to evaluate operation of the CO analyzer. 7. Scheduled 4-point calibrations of the CO analyzer were made three times during the monitoring period (at the initiation and termination of the monitoring program, and at the mid-point of the monitoring period). 8. The contents of the individual CO span gas cylinders were certified by Scott-Marrin, Inc.. 9. The bearings in the wind speed sensor were replaced and the orientation of the wind direction sensor checked once during the monitoring period. 10. The accuracy in the digital data reduction was independently assessed by randomly checking the digitized one-hour values with the actual strip chart value. The data presented in this report have been subjected to the above described quality control procedures. 5/31/94 4-1 I I I I I I I I I I I I I I I I I I I AQCS 5. RESULTS 5.1 Carbon Monoxide Summarized data indicate that the existing levels of CO near the projects are well below both the I-hour and 8-hour ambient air quality standards. The maximum I-hour value recorded during the monitoring period was 4.6 PPM and occurred between the hours of6 and 7 PM on December 6,1993. The maximum 8-hour CO level at the monitoring site during the monitoring period was 3.3 PPM and occurred twice during the monitoring period (between 10 PM and Midnight on December 22, 1993 and between 6 PM and 10 PM on December 28,1993). The I-hour and 8-hour CO data recovery rate for the 1993 - 1994 monitoring period were excellent (99 percent for both) and well above the EPA mininIum of 80 percent. Minor data loss was experienced on several occasions as a result of routine calibration and maintenance activities. A better representation of actual CO conditions at the site than the maximum I -hour and 8-hour averages alone is how often high levels of CO actually do occur. Eight-hour average CO concentrations more than 4.0 PPM did not occur this season at the project site. Table 5-1 presents a frequency distribution of the calculated 8- hour averages while Table 5-2 presents a similar representation for the I -hour averages. All the 8-hour values shown are less than 4.0 PPM with about 99 percent being below 3.0 PPM. Overall, only about 10.0 percent of the 8-hour CO values were greater than 2.0 PPM. Monthly summaries of the 8-hour CO averages are contained in Appendix C of this report. As can be seen from Table 5-2, about 89 percent of the I -hour values were below 2.0 PPM. Less than 1 percent of the I-hour values exceeded 3.0 PPM. Monthly summaries for the I-hour CO averages are presented in Appendix D. The highest CO levels typically occur during periods of stagnant air flow when the capability of the atmosphere to disperse pollutants is minimized. The Puget Sound Air Pollution Control Agency (pSAPCA) has been granted authority from the Washington State Department of Ecology (Ecology) to issue declarations of impaired air quality. Table 5-3 lists the times and dates of the declared impaired air quality conditions as well as the corresponding maximum 8-hour CO concentration observed during those periods. 5.2 Meteorological Data Excellent data recovery rates for the meteorological parameters were achieved over the monitoring period. The data recovery rates for each measured parameter is as follows: Wind Direction Wind Speed Sigma Theta Atmospheric Stability 99.6 Percent 99.6 Percent 99.6 Percent 99.6 Percent The data lost was due to routine instrument calibration and maintenance activities. If wind direction data is not collected, sigma-theta values cannot be calculated. Similarly, if wind speed or sigma-theta values are missing, then atmospheric stability values cannot be estimated. The wind rose constructed for the entire data period indicates that there is a bi-modal split (winds occurring frequently from more than one, generally opposite, direction) in the prevalent wind directions recorded at the monitoring site. The wind rose is presented in Figure 5-1. Cumulatively, winds from the south, south-southeast, and southeast were most common during tile monitoring period (occurring a total of about 41.3 percent of the time). Winds from tile north and north-northwest were also common during tile monitoring period (occurring a total about 29.9 percent of the time). The winds during the 1993 - 1994 CO season exhibited a large number of calm conditions, very similar to the 1992 - 1993 monitoring period. Light winds (4.0 miles per hour or less) occurred about 75.9 percent of the time. As evidenced by the wind frequency distributions presented in Appendix G, the occurrence of hourly average winds with speeds greater than about 12 miles per hour was infrequent (less than one percent of the time). 5/31/94 5-4 I I I I I I I I I I I I I I I I I I I AQCS The highest average wind speeds were associated with winds from the south (6.8 MPH), south-southeast (5.3 MPH), and south-southwest (4.3 MPH) directions. The wind direction recorded during this high wind speed period was 191 degrees (zero degrees is True North), or basically from the south. Except during the passage of storm systems from the Pacific, the lowest average wind speeds generally occurred during the early morning hours with the highest average speeds occurring in the afternoon hours. Calm periods (wind speeds less than 1 mile per hour) occurred about 49.0 percent ofthe time. This high relative frequency of calm periods is somewhat untypical of this region's wind patterns and may indicate a deterioration of the sensor performance or possibly the new location for the sensors. Summary tables of the wind speed statistics are presented in Appendix F of this report. Peak instantaneous wind gusts of 30 miles per hour or greater occurred on several days during the monitoring period. The maximum instantaneous wind gust recorded at the site was 38 miles per hour and occurred on November 15, 1993 about 8:20 AM. The associated wind direction during this period was from the south. Wind with peak gusts more than 30 miles per hour also occurred on four other days. 5/31/94 5-6 I I I I II I II I I I I II I I I I I I I AQCS A stability wind rose (wind frequency distribution by direction, speed, and stability class) is presented in Appendix G. This stability wind rose, prepared from the measured meteorological data (sigma-theta, wind speed and wind direction), indicated that the stable atmospheric categories (classes E and F) occurred more frequently than did the unstable categories (classes A, B, and C). This is a result of low wind speed observed at the site. In general, it is during the stable periods that pollutant dispersion can be severely restricted and, as a result, the ambient pollutant levels rise. Table 5-4 presents the frequency of occurrence for each stability class. The complete stability wind rose frequency distribution is presented in Appendix G of this report while the monthly summaries of the calculated hourly Pas quill-Gifford stability class are presented in Appendix H. Appendix I of this report contains the monthly summaries of the measured hourly sigma-theta values.
