Sophie has been my neighbor for the past five years and I have enjoyed watching her grow from a delightful little girl into a confident young woman. She has proven her responsibility time and time again when puppy sitting for our two dogs by using her own key and arriving on time in our home to care for our dogs. Sophie always goes beyond the expected and does the exceptional. We never worry because we know she is dependable and can be trusted. Sophie is always pleasant and polite to everyone in our neighborhood and takes the time to visit with any neighbor who is outside when she walks by. Sophie is an active Girl Scout, an amazing athlete and participates in the elite water polo team. She is articulate, thoughtful and will be a valuable addition to the Bothell Arts Commission. I have had the pleasure of working with Katrina over the past 2 years on the Bothell Arts Committee. She has demonstrated a unique understanding of the problems this committee faces in incorporating arts into Bothell. She has been in a leadership position on the committee. She brings her unique skill sets that help this committee immeasurably. Respectfully yours Tom Agnew Bothell City Councilmember February 11, 2020 Agenda Packet - Page 29 of 176 Letter of Recommendation Katrina Sather / Bothell Arts Commission December 17, 2019 I have worked alongside Katrina Sather for nearly three years as a member of the Bothell Arts Commission and can highly recommend her for the position of Arts Commissioner. Katrina understands the importance of building community support, and how to achieve it. She was an early advocate of creating an Arts and Culture plan for our community, which is now well underway. Katrina had an integral role in interviewing and hiring the consultant, and the outreach effort to include community members in the stakeholder meetings. As chairperson of the Gallery Committee, Katrina has been instrumental in elevating the profile of the gallery at Bothell City Hall. Thanks to her insight and efforts, the previously underutilized gallery now showcases year-round exhibits, and live music during artists' receptions. Members of a successful Arts Commission must possess more than just creativity. They must be able to build community support, recognize and seize opportunities, be active members of committees, lead when necessary, and support when asked. In my experience, Katrina Sather possesses all of the qualities. She started my tenth -grade social studies class in September, and now we have just started the second semester for the course. It is worth noting that Lillian was one of just about 15% of the sophomore class at Bothell High School that chose to challenge themselves by opting to take this Advanced Placement course. Lillian has stood out as one of the top students in the class since the beginning. She is an intelligent student and enjoys contributing to class discussions insightfully. She is responsible about doing her homework reading and note taking, and she is both able to comment on the historical topics and ask really good questions of her teacher or to the class to enhance the discussion. Lillian impressed me in January when, as obstacles confronted her during preparations for semester finals, she handled the challenge in a very mature manner. She communicated effectively with her teachers, did all the work required, and finished the semester strong. Lillian is an excellent candidate for the Bothell Part and Rec Board. I have found Whitney to be a knowledgeable and dependable partner, passionate about Orca whales, marine health and salmon recovery. We have coordinated several successful environmental restoration volunteer events together at various sites throughout King County — Renton, White Center and most recently Maury Island Marine Park on Vashon Island where we have led four successive planting events over the last four years. She spearheaded a partnership project with an elementary school on Vashon Island, and together with our staff, planned a very successful education and service day at the park. She has done an excellent job communicating with me and my staff as a partner and getting the word out to Whale Scouts members of our projects. I am currently a member of the Parks and Recreation Board and have extensive experience and interest in the City's parks and recreation programs and facilities. I also served as the City of Bothell's Assistant City Manager for approximately 16 years having retired in 2008. I have known Sean for over 15 years as a neighbor and dedicated community member. In all my interactions he has shown himself to be a compassionate, intelligent and steadfast supporter of the Bothell community. He has shown a keen interest in Bothell's quality of life, particularly in relation to its natural environment. As evidence of Sean's initiative and commitment to contributing to Bothell, he recently ran a positive and energetic campaign for a seat on the City Council. Although he was not elected, all acknowledged his strong sense of ethics, creativity and caring for the wide interests of the City. I believe that Sean's commitment, his youthful perspective on parks and recreation issues, as well as his keen desire to make a positive contribution to our community make him an ideal candidate for appointment. It is for these reasons I strongly recommend Sean Palermo for appointment by the City Council to the Bothell Parks and Recreation Board in 2020. Manny M. Over the past year, I have volunteered with Ms. Olson for various community development organizations and teams affecting the citizens of Bothell. As a founding member of 'Bothellites for People -Oriented Places,' a social action group based in the city, Ms. Olson has both held and attended various community meetings to encourage thoughtful and equitable development of our region. She has especially advocated for the distribution of resources to underserved members on the northern side of our city as a community member invested in the short - and long-term future of that area and city-wide. Ms. Olson's attention to detail and thorough research skills tend themselves well to the rigor of work needed from members of the commission. While serving as an administrator on the Bothell Community Facebook group, she has thoughtfully and appropriately engaged members of the public in discussions about various issues while fostering critical thinking and civil discourse. She is persistent in seeking out accurate and relevant information, which is a foundational skill used frequently in the evaluation of municipal code and comprehensive planning documents. Ms. Olson would bring a new and valuable voice to the Commission in a time of critical importance and transition for our city. She understands the process of municipal governance and the advisory nature of the Planning Commission. Her insight is relevant, cogent, and embraces the vision you have maintained in council goalsetting. I ask that you consider her application for appointment to the Planning Commission. Sincerely, Carston Curd 19007 —100" Avenue NE Apt. #3 Bothell, WA 98011 carston.curdna,gmail.com February 11, 2020 Agenda Packet - Page 149 of 176 A hearty recommendation for Amanda Olson for Bothell Planning Commission At a time when Bothell is experiencing exciting change and growth, it's important to have knowledgeable, hard working, and smart residents on our boards and commissions. Born and raised in Bothell, Amanda Olson is one of those people. I met Amanda a year ago, when I began a citizens group called BoPOP that meets monthly and advocates for smart growth, walkability, and similar land use issues in Bothell. Amanda showed up curious, readyto work, and eagerto make a difference in her Bothell community. Amanda loves Bothell and it shows, working tirelessly in manyways to improve her city. At BoPOP she immediately asked intelligent questions and rapidly started to learn the ins and outs of land use codes and Bothell's community development process. She was a quick study, and after six months she was summarizing complex land use ideas in accessible language a general audience could easily understand. I was truly stunned at her gift for communication along with her ability to get an enormous amount of work done quickly and efficiently, such as whipping out BoPOP's web page in a few evenings at home. At the same time, she was a delightto work with, full of great ideas for the group's future and gifted at working on challenging ideas in a group. BoPOP regulars started to think of Amanda as our local rock star, making everything she touched better. Amanda has become a leader in BoPOP, thanks to her quick assimilation of codes and city planning nuance, along with her innate social skills, and work ethic. Before we met, Amanda was already one of four volunteer administrators forthe Bothell community page on facebook, a 2.8,000 member group where she regularly communicates with the public in a masterful and effective manner, remaining professional and above the fray even when treated rudely. Over the summer we learned of openings on the Planning Commission. Some of us immediately thought of Amanda, and soon encouraged her to apply. She seemed like a great fit; a perfect candidate. I can recommend Amanda highly for the PC and I believe she would be an outstanding addition, ready tojump right in and do this important workfrom day one. Amanda is a strong candidate regardless, but it would also be nice to see a woman on the PC again to make the body a bit more diverse. She is also of the millennial generation, and we badly need her cohort better represented on the Planning Commission as well. -Cary Westerbeck Chair, Bothell Landmark Preservation Board Founder of BoPOP (Bothellites for People -Oriented Places) 206.941.2163 cary@westerbeckarchitecture.com February 11, 2020 Agenda Packet - Page 150 of 176 Robin Schaefer is noreply@civicplus.com Friday, December 20, 2019 11:57 AM To: City Clerk Subject: Rodwell, Julie - Planning Commission 12202019 Stop! Over the past year, I have become familiar with Ms. Gustafson's experience volunteering for our community on the Shorelines board, as well as her active participation in community development and ecological restoration organizations affecting the region. Ms. Gustafson's experience shows a history of connections to current council goals, and she has the experience to back up her perspectives. On the City of Bothell Shorelines Board, Ms. Gustafson's background of volunteering for EarthCorps was apparent during her critical evaluation of amendments to the Shorelines code. She not only has specific experience working with our municipal code, but fresh ideas and a nuanced perspective evaluating the short- and long-term effects of potential amendments. Specifically as an accountant, she can evaluate land use regulations and long-range plans for fiscal responsibility and stability, economic development, and realistic implementation of affordable housing. Her volunteer experiences in homelessness services, a mental health advocacy agency, and ecological stewardship groups directly correspond to city goals of community health for those in need, and environmental stewardship and sustainability. As you know, Ms. Gustafson consistently speaks up for members of our community who are typically not well -represented during public hearings. Her stunning academic and vocational experiences are relevant to the detailed research work needed from members of the commission in developing recommendations. She is mindful and seeks to consider unforeseen implications before committing to a viewpoint, but is not inflexible when new information comes to light, which is a useful skill when evaluating information presented by the public and staff during the code and plan amendment process. Ms. Gustafson would bring a new and valuable voice to the Commission. She understands the process of municipal governance and the advisory nature of the Planning Commission. Her insight is rational, candid, and embraces the vision you have maintained in council goalsetting. I ask that you consider her application for appointment to the Planning Commission. Bothell, WA. 98011 c.c. Bothell City Clerk RE: Letter of Recommendation: Sarah Gustafson Bothell Plannin Commission City Council Members: I am pleased to present to you this letter of recommendation for Sarah Gustafson for Bothell Planning Commission. Sarah was/is a member of the Bothell Shoreline Board. Together with five other Bothell citizens I and she recently served on the Shoreline Board 2018/2019 to prepare the periodic update to the Bothell Shoreline Master Program. This was presented to Council in May, and adopted as presented and then approved by Department of Ecology in October 2019. Sarah was an enthusiastic and contributing member of the Board. At our initial meetings in 2018 Sarah was balancing the responsibilities of a new baby, their older child, and enthusiasm for supporting the future of this community. She accomplished this all with commitment, and complete preparation. As Council may remember, the recommendation from the Shoreline Board for the Master Program periodic update was accepted unanimously. Sarah made many positive contributions for clarity and completeness. As Sarah's resume shows, she has an extensive background in volunteering, and in sharing her professional expertise. I am confident that Sarah will make a positive contribution to the Bothell Planning Commission. Sincerely, Ann Aagaard lt6524 104"' N.E. I am honored to recommend Sarah without reservation as an exceptional candidate for the position i I have had the pleasure of working with Sarah for the past couple years on the board of directors of EarthCorps where I am the immediate past president and have served for 6+ years. EarthCorps is a non- profit organization based in Seattle that develops leaders from around the US and the world to strengthen community and restore the health of our environment. EarthCorps volunteer engagement model mobilizes over 10,000 people each year to have a hands-on and direct impact on stewarding the lands and waters of the Puget Sound. When I first interviewed Sarah to join the EarthCorps board, I was struck by her initiative in getting involved in community issues that matter to her —at the time, she was relatively new to the area and had already found her way into being a leader in a stewardship program that EarthCorps operates called Sound Stewards. Not long afterjoining the board, Sarah was asked to take on the role of Treasurer. Despite a full professional and personal life, she accepted this role and has done it beautifully! In this leadership role with EarthCorps' Finance Committee, Sarah applies her accounting background which allows her to navigate regulations and financials, and perhaps just as importantly, she is able to translate the more technical information in a waythat resonates with other non -experts on the board. Also of note, Sarah is a long term, strategic thinker. She recently initiated a long range budget process to invite thinking on a 5-10 year horizon instead of the historical practice of budgeting just one year at a time. I respect Sarah's opinion and depth of thoughtfulness and know that when I ask her a question she will give a thoughtful and strategic response. Her perspective as a female lead of the Finance Committee has also been refreshing, as we have had a string of male treasurers in the past. I note that the Bothell Planning Commission is currently comprised of all men. Sarah's perspective as a woman and specifically as one who is committed to issues of diversity, equity and inclusion would no doubt add a lot to the current composition of the planning commission. I highly recommend Sarah without reservation as the ideal candidate for the Planning Commission for City of Bothell. If you would like any additional information, please do not hesitate to contact me at rakow.bernier@smail.com (206) 250-6383 with questions.
