Council Present: Mayor Freed, Deputy Mayor Spivey, and Councilmembers Evans, Rheaume and Samberg. Councilmembers Lamb and Agnew were absent and excused. Staff Present: City Manager Bob Stowe, City Attorney Joe Beck, Finance Director Tami Schackman, Sr. Management Analyst Kathie Oeser, Public Works Director Erin Leonhart, Community Development Director Bill Wiselogle, and City Clerk Laura Hathaway. MOTION: Deputy Mayor Spivey moved to suspend recording of the meeting. Councilmember Evans second. The motion carried 4 -1 -2 with Councilmember Samberg dissenting and Councilmembers Agnew and Lamb absent and excused. Discussion items at the retreat included the following: • Downtown Revitalization Status Update: Including Public Improvements and Facilities, Private Development and Development Services initiative • Funding Opportunities for the Multiway Boulevard, Park at Bothell Landing and Main Street • Other Capital or Level of Service Changes Desired by the Council Council recessed for lunch at 12:07 PM and reconvened at 12:38 PM. ity �ouneii Special Meeiing Mirtuttes February 1, 2014 Page 2 of 2 Afternoon discussions included the following: • Petition Method for Annexations • Canyon Park Regional Growth Center Future Planning • Open discussions which included the Council Protocol Manual; development of an Ethics Code; and Emergency Preparedness.
