CC MIN 01141477 City Council Study Session Minutes Tuesday, January 14, 2014 6:00 PM Bothell Municipal Court, 10116 NE 183rd Street, Bothell, WA Call to Order /Pledge of Allegiance Mayor Freed called the study session to order at 6:00 PM. 1. Roll Call Councilmembers Evans, Lamb, Samberg, Deputy Mayor Spivey and Mayor Freed present. Councilmember Agnew was absent and excused. Mayor Freed stated Councilmember Rheaume would arrive shortly. 2. Meeting Agenda Approval The meeting agenda was approved as presented. Mayor Freed stated there would be an added item to the agenda to discuss the upcoming Council Retreat at the end of the meeting. 3. Council Committee Reports Deputy Mayor Spivey and Councilmember Evans reported on ; , ESQ meeting on a Regional Fire Authority (RFA) meeting and stated they selected ESCI Consultants to assist with compilation and analysis information for the RFA and the contract will be administered by the City. 4. Study Sessions a. AB #14 -08 - Study Session regarding 2014 Council Committee Appointments Mayor Freed reviewed the list of various council committees and Councilmembers expressed interest in those they would like to serve on. This item will come back to council for approval at the January 21, 2014 Regular Meeting. AB #14 -09 - Study Session Regarding Utility Franchise Agreement with McLeodUSA Telecommunications Services, LLC City Attorney Joe Beck reviewed the franchise agreement explaining that it is for a trunk line that runs through the city, but McLeodUSA does not actually serve any customers in Bothell. If that were to change they would be required to get additional permits etc. Council consensus was to have this item come back before them as a Consent Item on the January 21, 2014 Regular Meeting Agenda. c. AB #14 -10 - Study Session to Consider a Planning Commission Recommendation Regarding Proposed Code Amendments to the General Downtown Corridor Development Regulations Senior Planner Dave Boyd presented this item and reviewed the proposed code amendments having to do with parking regulations. Planning Commissioner Steve Booth was also present to update the Council on the process /discussion of the Planning Commission. Discussion and questions ensued. Council consensus was to direct staff to move forward with a Public Hearing on this issue at a future council meeting. ADDED ITEM: Council Retreat Discussion City Manager Bob Stowe asked for Council's feedback on discussion topics. The retreat will be February 1, 2014 at Russell's Restaurant. Topics added included City Hall design, emergency preparedness, funding opportunities, park and ROW maintenance; and development services Council recessed at 8:13 PM. Executive Session - Property Acquisition /Personnel Matters / Potential /Pending Litigation/ Labor Relations Council reconvened at 8:20 PM and entered into Executive Session to discuss the following: Property Acquisition and Potential Litigation for approximately 30 minutes with possible action. At 8:47 PM Council extended the executive session until 9:00 PM and stated no action would be taken. 6. Adjournment Mayor Freed adjourned the study session at 9:00 PM. Roll Call Councilmembers Agnew, Evans, Lamb, Rheaume, Samberg, Deputy Mayor Spivey and Mayor Freed present. 2. Meeting Agenda Approval The meeting agenda was approved as presented. 3. Review Projected Agenda There were no changes to the projected agenda. 4. Special Presentations AB #14 -11- Presentation by Flotilla 21 of the Coast Guard Auxiliary City Clerk Laura Hathaway introduced Coast Guard Auxiliary Flotilla Commander Garrison Bromwell and Division Commander Gary Proudlock who presented a proclamation to the Parks and Recreation Department for their efforts in educating Bothell citizens in boating safety. 5.
